The scheme supports the sustainability and growth of MSEs by addressing common issues, capacity building of MSEs by providing skill development training and enhancing infrastructure in clusters.

National and international institutions engaged in development of the MSME sector, or any other institution/agency approved by the Ministry of MSME

• Funding support for preparing cluster level ‘Diagnostic Study Report
• Funding support for conducting soft intervention
• Funding support for preparing cluster level ‘Detailed Project Report
• Funding support for setting up of ‘Common Facility Centers

• GoI grant of maximum Rs 2.50 lakh will be provided for preparation of DSR for one cluster
• For conducting soft intervention, GoI grant will be 75% of the project cost, For NE & Hill States, Clusters with more than 50% (a) micro/ village (b) women owned (c) SC/ST units, the GoI grant will be 90%
• A GoI grant of maximum Rs 5.00 lakh will be provided for preparation of DPR.
• For CFC the GoI grant will be restricted to 70% of the cost of project of maximum Rs 15.00 crore. GoI grant will be 90% for CFCs in NE & Hill States, Clusters with more than 50% (a) micro/ village (b) women owned (c) SC/ST units

• All the proposals should be sent to the office of DC (MSME) through concerned state government
• It is necessary to prepare a Diagnostic Study Report (DSR) including validated action plan, performance indicators/milestones to evaluate the project, before undertaking Soft Interventions
• A registered SPV, Submission of appraised Detailed Project Report (DPR) and Land procured and registered in the name of SPV are necessary preconditions for formation of CFC
